Security Incident Reported in the Case Management System for the DC Court of Appeals

The District of Columbia Courts has been notified by West Publishing Company dba Thomson Reuters Court Management Solutions (TRCMS) that its C‑Track appellate court case management system recently experienced a security incident involving unauthorized access by a third party of C-Track information, including personal information.  See https://www.ctracknotification.com/.  We understand that the data breach has impacted a dozen or more other courts that also use C-Track.

TRCMS has advised us that as part of its response protocols, TRCMS has launched an investigation into the incident, including the engagement of third-party forensic service, and has taken steps to contain the activity and secure its environment.  According to TRCMS, it has also enhanced the security of its C-Track system and related data to help prevent a similar occurrence in the future.

Consistent with TRCMS’ own press release of today, we wish to emphasize that the incident was in no way caused by or resulted from any action by the D.C. Courts.  The D.C. Courts, including the District of Columbia Court of Appeals and the Superior Court of the District of Columbia, remain firmly committed to the protection of case data and personal information.

As its investigation continues, we expect that TRCMS will identify and notify individuals who have been impacted by the incident in accordance with applicable laws and regulations.
