State of the Judiciary Remarks to Kick Off the Conference

The D.C. Court of Appeals, in collaboration with the D.C. Bar, will co-host the 2019 Judicial and Bar Conference on Friday, April 12, 2019. The conference, mandated by statute to be given biennially, is headlined by State of the Judiciary addresses delivered by the Chief Judges of the District of Columbia Court of Appeals and Superior Court of the District of Columbia.  The State of the Judiciary addresses allows the D.C. Courts, as one of the three co-equal branches of local government, to update the public and the legal community on the administration of justice and services provided by the D.C. Courts, and to highlight new initiatives and policy goals.  Additionally, the biennial conference provides an opportunity to highlight cutting-edge areas of the law; the theme of this year’s conference is “Children and the Law: Protecting the Future.” The day will begin with State of the Judiciary remarks by D.C. Court of Appeals’ Chief Judge and Joint Committee on Judicial Administration Chair Anna Blackburne-Rigsby and D.C. Superior Court’s Chief Judge Robert Morin, followed by State of the Bar remarks by D.C. Bar President Esther Lim.

 This one-day conference will include a morning plenary titled The New Juvenile Justice Challenge:  Recognizing and Responding to Traumatized Children and Adolescents moderated by D.C. Attorney General Karl Racine, which will outline ways of recognizing and responding to traumatized adolescents navigating the legal system.  The keynote luncheon will feature Vanita Gupta, President and CEO of the Leadership Conference on Civil and Human Rights. The afternoon sessions will explore topics such as Educational Exclusion, Child Welfare, Family First Prevention Services Act, the Psychological Toll of Racism in the Era of Social Media, Artificial Intelligence, Restorative Justice, Best Practices for Supporting LGBTQ Youth, Accessing Mental Health Services for Children, Cyber Law and the Role of Government in Protecting Children, DC's Approach to Child Victims and Witnesses, and immigrant children.  In addition, the District of Columbia Judicial Nomination Commission will host a session for aspiring jurists entitled “Becoming a Judge in the District of Columbia,” which will give an overview of the judicial application, nomination, and appointment process in the District of Columbia.
